The Maharashtra State Government recently proposed amendments in the current Development Control Rules for the state. The proposal has been brought in to facilitate the introduction of Green Building Regulations in the state, beginning with Mumbai and then progressively to tier-II cities in the state. According to the proposed amendments in Development Control Rules, it will be mandatory for new buildings to employ green technologies and methods. These green technologies will primarily focus on activities such as solid and liquid waste recycling, vermiculture for wet waste treatment, and harnessing resources like rainwater and solar energy.
To encourage builders and real estate developers to adopt these green technologies, the government has also proposed various incentives. These incentives will be in the form of rationalisation in property tax and electricity bills, reductions in state taxes such as value added tax, and tax rebates on green technologies. The government is also the first to offer incentives with the proposal in a regulatory framework. Similar amendments have been proposed in union territories and states such as Delhi, West Bengal, Karnataka, Kerala and Rajasthan.
